Prosecutor Explains WPD Gun Case

Kosciusko County Prosecutor Dan Hampton says he is not pursuing charges against any former Warsaw Police officers who were being investigated by Indiana State Police.

According to Hampton, former Warsaw Police Chief Perry Hunter and former Warsaw Police Officer Joe Stanley were being investigated in 2009 by Indiana State Police and federal officials.

Hampton said Hunter and Stanley came under fire in late 2008 after it came to light that a gun obtained in an earlier WPD investigation became part of Hunter’s personal collection.

The gun was initially confiscated by WPD in a credit card fraud case stemming as far back as 2000. Hampton said officers, including Stanley, were involved in serving a search warrant and ceasing items believed to have been purchased fraudulently. At the completion of that investigation, the credit card company said it did not want the gun. That is when Stanley asked that the gun be traded at a local gun store for a service revolver that could be used by the department.

In 2008, Hampton says Hunter found the gun in a local gun store and purchased it for his personal use. When he brought it to the police department to show his fellow officers, they recognized it as being part of an earlier investigation.

Initially, Indiana State Police turned their case findings over to the federal prosecutor in South Bend. He “declined prosecution,” says Hampton, which is when it was turned over to the Kosciusko County Prosecutor’s office.

After carefully reviewing the ISP case, which Hampton calls “very thorough,” he made the determination that the matter was a violation of police department policy, but did not violate any federal or state laws.

According to Hampton, the WPD’s policy on confiscated items back then was rather lax. Because Stanley originally served the warrant, he was in possession of the gun until the conclusion of that case. “Since then, the department has changed the policies to make the evidence room more centralized and secure,” Hampton explains. There is also now one person who is responsible for tagging evidence and everything is computerized for better tracking.

The gun was the only part of the case Hampton said he received. There was an additional claim that another Warsaw Police officer, believed to have been former detective Tony Faucett, was being investigated for an allegation involving prostitution. Although WPD never released the findings of its alleged internal investigation, Hunter did call for Faucett’s termination at a September 2009 Board of Works meeting citing “gross negligence and misconduct.”

Faucett was initially suspended with pay but soon thereafter submitted his resignation. While one local paper cited “irregularities with the documentation and storage of confiscated weapons involving Faucett and Stanley,” Hampton says his case report did not include Faucett.

What is known, is that in 2007 Faucett was the lead detective in an investigation of VIP-The Office Spa that spanned two years. The business, which was located in a small plaza on the east side of Warsaw, was shut down when local authorities began to enforce a local ordinance regulating massage parlors.

The result of that investigation led to the arrests of Myong Suk Demorales and Song McCray. Both women allegedly offered bribes to Faucett for overlooking violations.

Today, Stanley is no longer working as police officer, but since he was not charged with any crime, he could still apply for police work. Hunter ultimately resigned as chief of police and served as a patrolman until his recent retirement. Faucett is said to be working in the private sector.

Officers working with the Centralized Drug Enforcement of Kosciusko County concluded an intensive investigation early this morning. The investigation was originally initiated in July.

Officers initially conducted a raid at a local Warsaw hotel establishment Wednesday evening. This raid resulted in the arrest of four individuals involved in the promotion of prostitution, which had stemmed from an October investigation by undercover officers involving “exotic” dancers.

Officers with the Centralized Drug Enforcement systematically executed search warrants at Stimmelator’s Gentleman’s Club, 114 E. Washington St., and California Dreamin’, 108 E. Washington St., North Webster, shortly after midnight.

Officers located and seized a substantial amount of synthetic drugs or synthetic drug look-a-like substances, as well as a substantial amount of cash.

Officer also executed a search warrant for a semi-trailer located behind Stimmelator’s Gentleman’s Club, as well as served an active felony warrant for the owner, Samuel Scott Stimmel, 64, on preliminary charges of corrupt business influence.

Stimmel was subsequently charged with felony promoting prostitution during this morning’s investigation. His bond was set at $100,000 on the corrupt business influence charge and he has since bonded out.

The four individuals arrested on preliminary felony charges of promoting prostitution and held on individual $5,000 bonds surety are:

  • Donn Lee Rupert, 51, 116 E. Fairview, South Bend
  • Christine Marie Bennett, 27, 3902 N. 700 W., Warsaw
  • Kelly Joe Whitman, 23, 2818 Elwood Ave., South Bend
  • Kimberly Kay Gill , 32, 933 Roosevelt St., South Bend

Officers involved were from Syracuse, Warsaw, Pierceton and North Webster police departments, along with Indiana State Police and deputies from the Kosciusko County Sheriff’s Department.

The Kosciusko County Prosecutor’s Office advises that the defendant’s charge is merely an accusation and that the defendants are presumed innocent until proven guilty in a court of law.

Indianapolis Police Chaplain Admits To Paying For Sex

John Robert FiersIndianapolis Metropolitan Police Department volunteer chaplain John Robert Fiers has been arrested after admitting to officers that he paid a woman for sex.

The investigation that led to Fiers’ arrest began in April, when detectives began looking into possible prostitution through a website called Backpages, according to court documents. Police were led to a woman at a Motel 6 in the 8300 block of Bash Street in Indianapolis, who admitted that she had been prostituting herself through the site.

The woman told investigators that Fiers had been one of her clients. He was brought in for questioning and admitted he had paid the woman for sex. He was arrested and charged with two counts of patronizing a prostitute and intimidation.

Undercover Operation Leads To Arrest At Travel Plaza

Xueli CuiHUNTINGTON COUNTY, IN — A two month investigation into allegations of prostitution led to the arrest of Xueli Cui, 56, in Warren, IN, Tuesday, July 28.

Indiana State Police received anonymous tips in May regarding a massage parlor that was being operated at the Warren Travel Plaza, 7270 S. Warren Road. Information indicated that the woman living at and operating the parlor, Cui, was offering and providing sexual services for money.

After an undercover sting operation, Cui was arrested on a preliminary charge of prostitution, a level 6 felony. She is being held in the Huntington County Jail on a $7,000 bond.

Batesville Mayor, HIV Positive Prostitute Both Arrested

BATESVILLE — The mayor of Batesville, IN, has been arrested for patronizing a prostitute. According to Indiana State Police, Richard Fledderman paid for sex with Randy Wigle-Stevens of Indianapolis in June.

Wigle-Stevens has also been arrested, he is charged with prostitution and failing to disclose his HIV status to Fledderman. ISP officials stated that Wigle-Stevens also threatened to go public with the information about his encounter with Fledderman if he was not paid additional money.

Fledderman was charged with one count of patronizing a prostitute, a Class A misdemeanor.

Wigle-Stevens has been charged with prostitution and intimidation, both Class A misdemeanors, and one count of failure to disclose a dangerous communicable disease, a level 6 felony.

WARSAW — Friday afternoon, July 8, investigators from the Warsaw Police Department and Indiana State Police served a search warrant at Ying Massage following several months of investigation into its criminal business practices.

Ying Massage is located at 493 S. Circle Drive West on the east side of Warsaw.

The search warrant was issued for investigators to diligently search for and seize any items of evidence associated with the crimes related to corrupt business influence, evasion of tax, prostitution and promoting prostitution.

July 8 — Li-Lan Chu, 41, 493 S. Circle Drive, Warsaw, was booked for prostitution. Bond: $450 cash.

Following execution of the search warrant, Warsaw Police booked two female employees into the Kosciusko County Jail on misdemeanor charges of prostitution. Additional arrests are probable. This investigation is ongoing and additional information may be released as it becomes available.

Warsaw Police are being assisted in their investigation by the Internal Revenue Service, Indiana State Police and the Fort Wayne Police Department.

The above information was discovered as a result of a police investigation. The Warsaw Police Department acknowledges that the charged defendant(s) are presumed innocent until proven guilty.


Couple Arrested In Warsaw Prostitution Bust

WARSAW — A couple has been arrested following in investigation into Ying Massage Parlor after an unnamed customer filed complaints of prostitution.

John E. Laibe Jr., 59, and Xiao Lin Laibe, 56, 6804 Baer Road, Fort Wayne, have been booked in the Kosciukso County Jail on charges of corrupt business influence following a months-long investigation. Two employees were arrested earlier this month on charges of prostitution.

Police were tipped off in January when an unnamed complainant contacted them about a massage session at the parlor, where he said the female masseuse continually touched him inappropriately, then asked twice to “finish him off.” The complainant declined both times.

July 20 — Xiao Lin Laibe, 56, 6804 Baer Road, Fort Wayne, booked for corrupt business influence. Bond: $10,250 surety and cash.

In June, officers met with another individual, who described two encounters at Ying Massage. As stated in an affidavit of probable cause, the individual reported being greeted by “an older, Asian woman that spoke some English,” later identified as Xiao Lin Laibe. He reportedly paid $40 for a half-hour massage and was led down the hall “by a younger, Asian woman.”

During the session, the masseuse, called “Jenny” and later identified as Li-Lan Chu, repeatedly fondled him. He was able to get her to stop.

During the second encounter, he paid $50 for a massage and was completely nude for the session. “Jenny” was again the masseuse. He told police she removed his towel and began grabbing him inappropriately, fondling him and manually stimulating him.

The person again asked her to stop and she did. A third visit went much the same way.

In July, officers spoke with yet another individual, who reported paying Xiao Lin Laibe $40 for a massage. He reported that, during the session, his encounter was much like the other individual’s, with acts performed that are “not common in a respectable massage business.”

The individual reported his phone rang and he needed to leave. As he left, the masseuse requested a tip, then commented, “we will play next time.”

Based on this information, officers with the Warsaw Police Department were able to obtain a search warrant, which they served Friday, July 8. They also found a package addressed to Xiao Lin Laibe at the above-listed address, which is how they were able to identify her. Laibe was described as the “mamasan,” or woman of authority and was the woman at the front desk.



As the warrant was being served, officers noticed Laibe placing unidentified items from the business into the trunk of her car and driving away. An officer observed her exceeding the posted speed limit and pulled her over. Based on previous information, the officer escorted her to the police station, where she reportedly gave them consent to search her vehicle.

Officers informed Laibe of her rights, which she waived. She explained she was the manger of Ying Massage and was responsible for handling transactions. She explained Ying Massage takes cash only. She would send $2,000 – $2,500 a month to the business owner, whom she identified as Chen Guanghua, who lives in China, then pay the masseuses and herself their salaries.

She also told officers she would give money from Ying Massage to her husband, John Laibe Jr. John Laibe admitted he and his wife are the owners of the massage parlor. He told officers he pays the bills and is the one who filed for the LLC for the business. He also told them they send $2,500 every month to China for reasons he said he does not know, and that every six months they “get new girls from China to do the massages.”

The Laibes are each being held in the Kosciusko County Jail on bond for $10,250.

POLK COUNTY, FLA. — It might be March Madness, but in Polk County some unsuspecting criminals got wrapped up in “March Sadness.”

The Polk County Sheriff’s Office on Tuesday announced a major prostitution bust, resulting in the take down of more than a hundred suspects.

“Operation March Sadness,” a six-day-long undercover investigation at the PCSO Sheriff’s Operations Center in Winter Haven (from Tuesday, March 14 through Sunday, March 20) focused on those who advertise prostitution services in online ads and identifying victims of human trafficking.

PCSO undercover detectives, working with the Office of the State Attorney (10th Judicial Circuit, State Attorney Brian Haas), arrested a total of 104 suspects.

Of the 104 suspects arrested:

  • 38 were prostitutes
  • 51 were “Johns,” or those who solicited to pay for prostitution
  • 14 others were arrested for related charges, such as deriving proceeds from prostitution
  • 1 was arrested for traveling to meet a minor
  • 23 told detectives they were married

Detectives seized 2 firearms, and drugs including marijuana, Oxycodone, heroin and cocaine.

Many of the prostitutes traveled to Florida, and told detectives they travel across the country, having sex for money.

The suspects ranged in age from 20 to 63 years old.

In all, detectives filed 37 felony charges and 128 misdemeanor charges against the 104 suspects. Among the 104 suspects, there was a total of 191 previous felonies and 288 previous misdemeanor charges in their criminal histories.

Texas Massage Parlor Busted For Prostitution

AUSTIN, TEXAS — A husband and wife accused of running a prostitution ring posing as a massage parlor in northwest Austin were revealed after hundreds of condoms clogged part of their sewage system.

On Feb. 7, a detective was assigned to investigate Jade Massage Therapy, at 11416 N. Farm to Market 620 — near Anderson Mill Road — after getting a tip from the property’s management company about possible prostitution at the massage parlor. It was the second such tip the Austin Police Department had received in the last three months.

The company said they had recently taken over the property and became aware of the problem when an industrial waste disposal unit connecting the property to the city sewer became clogged and destroyed by the condoms, according to a police affidavit.

Several tenants had already contacted the company, concerned that prostitution was taking place at Jade Massage. Investigators found that husband and wife Joseph Emery, 54, and Juan Wang, 49, were listed as the tenants for the business.

Police found that just two days before, on Feb. 5, Wang was stopped during security screening at Austin-Bergstrom International Airport after a number of small duct-taped bundles of cash were found in her carry-on luggage, totaling $30,000.

Wang told an officer she was on her way to China for a medical procedure and needed the money to pay for it. She said the money was from Jade Massage, where she claimed to make $20,000 a year. When the officer pointed out that she was carrying more than a year’s worth of income, police say Wang became “visibly nervous” and had difficulty answering any more questions.

She then told officers that her husband does their taxes. Police contacted Emery who said his wife keeps the money under a mattress at home and that it comes from their business. Wang was then allowed to continue on her way to China with the $30,000.

Detectives found that there were numerous advertisements for Jade Massage on backpage.com, a website police say is often used by people selling sexual services.

On March 7 and 15, detectives stopped men coming out of Jade Massage. The two men admitted to receiving sexual services in exchange for cash. Police say the clients who frequented the massage parlor would tip between $40-$120 on top of a standard $60 massage charge.

Police executed search warrants on both the business and the couple’s home on Alameda Trace Circle in northwest Austin on March 22. Wang was found inside the business with a completely naked man. A second naked man was found in another room with a female masseuse. A third woman was also found inside the business. Detectives say that in businesses associated with human trafficking, the prostitutes are also made to live inside the business.

At their home, more than $60,000 in cash was found inside a safe. Wang told officers that she would find women to work for her through a friend, but claimed to be unable to remember the friend’s name. She also claimed to be unable to name any woman, other than one of the women present during the search warrant, who had worked for her in the past year.

Both Wang and Emery, when interviewed by police, initially claimed that the other was in charge of the business and their cash.

Wang and Emery have been charged with both engaging in organized criminal activity and money laundering. Emery’s bond was set at $53,000 and Wang’s at $45,000. Neither were listed as currently held in the Travis County Jail.

Florida Woman Arrested After Selling Sex For McNuggets

BRADENTOWN, FLA. — A Florida woman has been charged with prostitution after she agreed to perform a sexual act for $25 and chicken McNuggets, according to the Manatee County Sheriff’s Office.

Alex Direeno, 22, was arrested at 10:15 p.m. Tuesday and charged with prostitution and possession of drug paraphernalia. She is being held at the Manatee County jail on bonds totaling $620.

Direeno walked out of the Marathon gas station in Bradenton and unknowingly waved at an undercover detective with the sheriff’s office Special Investigations Division who was talking to another woman, according to an arrest report. The detective told the other woman he was there to pick up Direeno, and Direeno got into his car.

As the undercover detective drove north on 14th Street West, he told her that he wanted oral sex and she agreed to do it for $25. As they briefly went back and forth on the price, she finally agreed to perform the act for $25 and Chicken McNuggets.

How many Chicken McNuggets was not specified in the report.

The detective showed Direeno he had cash and he pulled over in the 4200 block of 14th Street West, where other detectives were waiting to take her into custody.

When Direeno’s purse was searched, detectives found two hypodermic needles, several small baggies, a spoon and a burnt glass pipe — consistent with either heroin or crack cocaine use.

Just last month, Direeno was placed on probation for three years after she pleaded guilty to grand theft auto and possession of drug paraphernalia.
